Vice City characters we want to see in GTA 6
There are several memorable characters in Vice City, and with GTA 6 returning to the beach setting, here are the ones we want to see return.

Vice City’s cast remains one of GTA’s most memorable, from nervous lawyer Ken Rosenberg to biker leader Mitch Baker. With GTA VI returning to Rockstar’s version of Miami, it’s tempting to imagine a few familiar faces turning up.
This is firmly a fan wishlist, though. Vice City takes place in 1986, while GTA VI has a modern-day setting – and the games belong to separate continuities, known as the 3D and HD universes. These characters would be decades older if their original histories carried over, and a shared setting doesn’t mean they exist in GTA 6’s world. With that caveat, here are seven Vice City characters we’d love to see revisited.
1. Tommy Vercetti

Tommy was the protagonist of Vice City, who comes out of prison after a long stint and returns to working with the Forelli family. He’s betrayed and has to run around doing errands after a drug deal goes bad. The protagonist builds relationships with other characters and continues to search for who betrayed him. Tommy Vercetti ultimately takes down Diaz, Lance Vance, and Sonny Forelli, becoming the boss of the Vice City underworld.
Tommy tops this wishlist because he’s so closely associated with Vice City. Imagining an older Vercetti crossing paths with Lucia and Jason is part of the appeal, whether as an established crime boss, an uneasy ally or a formidable rival. That would require Rockstar to revisit or reinterpret him for the HD universe, though; returning to Vice City doesn’t mean returning to Tommy’s story.
2. Ken Rosenberg

Ken is a lawyer who’s on the payroll of the Forelli crime family. He’s also the driver who took Tommy to the drug deal that went bad. This is why he becomes involved in Tommy’s mission to find out who betrayed him and take revenge. Tommy and Ken become more than two people forced to work together and develop a good relationship.
Ken has already returned in another GTA game, as he was seen in San Andreas, where he was using his crooked lawyer skills. Ken has the right mix of humor and fear, which makes him one of the most memorable NPCs in the GTA franchise.
3. Phil Cassidy

Phil is an arms dealer who Tommy crosses paths with during a mission. This helps the two get acquainted, and Tommy later works with Phil to get weapons, which slowly develops their friendship. Similar to other Vice City characters, Phil has a funny side, and the NPC sells Boomshine, which is an explosive alcoholic drink. The character loses one of his arms during a mission while detonating an explosive.
Vice City wasn’t Phil’s first introduction in GTA, as he was already running a weapons business in GTA III. This makes him another recurring character, and his speciality can easily come into the use of Jason or Lucia in GTA 6. An older or reimagined Phil could be running an arms business, with Lucia and Jason being his customers, or they could be working together to get their hands on rare weapons.
4. Mercedes Cortez

Mercedes is the daughter of the Colonel, and Tommy first meets her during The Party mission. Tommy is tasked with driving her to a club, and the two develop a friendship of sorts. Tommy introduced Mercedes to people, including Love Fist, and she becomes involved in the protagonist’s adult film business.
There were several fan theories about Mercedes being the one for Tommy, and how the protagonist should have ended up with her. A wishlist appearance could explore what became of Mercedes beyond her father’s criminal connections. Her confidence and familiarity with Vice City’s nightlife would make her an entertaining character to revisit, without needing to pair her off with Tommy
5. Umberto Robina

Umberto is the leader of the Cubans, a gang that Tommy gets involved with as he’s rising in Vice City’s underworld. While their relationship isn’t warm initially, the two come to respect each other as Tommy advances in missions. Umberto has also returned in Vice City Stories, where he worked with Victor Vance.
This could be the character’s role in GTA 6, if he returns. Umberto doesn’t need to be seen with Tommy; instead, the Cuban could be working with or against Lucia and Jason. The Cuban gang could have become massive or lost influence, with Umberto trying to retain a presence in Little Havana, as new blood takes over.
6. Mitch Baker

Big Mitch Baker is the leader of Vice City’s Bikers club and first meets Tommy when the protagonist hires him as security for a Love Fist concert. Things aren’t easy in the GTA universe, and Tommy is tasked with completing a set of missions before Mitch agrees. Tommy completes them, earning Mitch’s respect, and also getting security for Love Fist.
Big Mitch is referenced in Vice City Stories, but doesn’t appear in the game. This indicates that Rockstar kept continuity but likely didn’t see the benefit in the biker appearing. GTA 6 could change this, as the game’s in-world map is massive, and there will likely be numerous gangs. Mitch could be running his club without interacting with Lucia and Jason, or the protagonists could seek shelter in the biker’s club when cops are pursuing them.
7. Colonel Juan Garcia Cortez

The Colonel was one of the most intimidating characters in Vice City, who lives aboard a luxury yacht and introduced Tommy to several prominent criminals. The initial drug deal was also arranged by the Colonel, which is why he helps Tommy establish himself in Vice City’s underworld. However, the Colonel had to escape Vice City because French intelligence was after him for stealing from the French government.
The Colonel had massive connections as he was an international arms dealer. An older Cortez is an entertaining prospect for this wishlist, especially as the game is set to be on a grander scale. However, it’s unclear whether he could physically return to Vice City if a law agency was after him. It’s possible Colonel Cortez could handle business on the phone without returning physically.
